Recent botnet campaigns set up faux command-and-control servers to fool individuals and tax preparers.
Over the past two months, criminals have targeted multiple campaigns against the U.S. Electronic Federal Tax Payment System (EFTPS) and its extended deadlines for tax payments. And some bot operators, wary of researchers trying to track their profits, have taken to creating fake data to lead researchers astray, say security experts. 

When you get your taxes done, ask these questions:
1.  Does your computer receive Spams & Viruses on it?  (Yes | No)
2.  How can you tell if your computer has been compromised?  (open-ended question)
3.  Does your company have insurance for clients who have become a victim of Identity Theft after submitting the tax forms electronically?  (Yes | No)

This year the IRS will revoke the tax-exempt status of any tax-exempt organization that fails to file its 990 (or 990-EZ or 990-N) for three consecutive years. The National Center for Charitable Statistics at the Urban Institute has created a tool where you can search for those groups in your area that may potentially lose their tax-exemption. RBS WorldPay, the payment processor that recently acknowledged a security breach that compromised an estimated 1.5 million payroll card accounts and 1.1 million Social Security numbers (SSNs), has been awarded a contract to process US Internal Revenue Service (IRS) tax return payments. 

Unbelievable!

Last month, Visa declared RBS was not in compliance with the Payment Card Industry Data Security Standards (PCI DSS); a spokesperson for the Atlanta-based payment processor says the company expects to be compliant once again "within the next few weeks."  RBS will not process payments taxpayer credit card payments until January
20, 2010; before that date, the company must show that its IT systems are PCI-DSS compliant and it must pass an IRS-required security audit.

The IRS's decision poignantly shows just how little regard this agency has for information security.  Hopefully, the IRS's extremely questionable judgment in this case will be subjected to Congressional and GAO oversight.
